I have now the honor to enclose a copy of this report, from which it appears that the total expenditure, including provision for Officers' Quarters and a landing place for the powder, will be $10,700.
It will be seen that it is hoped to recoup part of this sum by the sale of the Qulk, which it is anticipated will fetch about three thousand Dollars, and from a Return, a copy of which is enclosed, it appears that the fees derived from the storage of powder during the last nine years will meet the liabilities by twenty-eight thousand Dollars.
I have, therefore, no hesitation in requesting that sanction be given to this necessary expenditure for carrying out the work, which is rendered absolutely necessary at this time.
